As part of a strategic step aimed at integrating digital transformation efforts in the healthcare sector, a cooperation agreement has been signed between the Ministry of Health and Population and eHealth—a sister company of eFinance for Financial and Digital Investments—regarding the operation and management of Egypt’s National Digital Health System.
The cooperation agreement aims to empower the Ministry of Health and Population to modernize and implement the National Digital Health Strategy, as well as to develop a comprehensive roadmap for digital transformation in the healthcare sector. This includes integration with the Universal Health Insurance System, enhancing governance, and ensuring interoperability of data across public, regulatory, and private stakeholders in the healthcare ecosystem.


The collaboration also seeks to establish the optimal investment model to encourage effective private-sector partnerships and attract investment funds and financial institutions to contribute to the financing of the digital healthcare infrastructure. Through this partnership, the Ministry of Health will be enabled to bridge planning with implementation by leveraging the infrastructure investments of eHealth and the eFinance Group to execute and operate certain projects under a strategic partnership framework with the Ministry.
This partnership underscores the joint commitment to achieving a comprehensive and sustainable digital transformation of the healthcare sector—one that enhances the quality of healthcare services, improves access to integrated care across the nation, and lays the foundation for a digitally-enabled health system characterized by efficiency, effectiveness, and long-term sustainability for both public and private healthcare providers, ultimately delivering high-quality services to all citizens.
eHealth brings strong technical expertise in developing, managing, and operating health insurance systems and digital health platforms. It also possesses secure infrastructure accredited by competent authorities, in addition to the support and capabilities provided by the eFinance Group.
The signing took place at the Ministry of Health and Population’s headquarters in the New Administrative Capital, with the agreement signed by Dr. Mohamed El-Tayeb, Deputy Minister of Health and Population, and Mr. Ibrahim Sarhan, Chairman of the Board. The signing was held under the patronage of H.E. Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population.
Mr. Ibrahim Sarhan, Chairman of eFinance, emphasized the urgent need to move forward with full digital transformation in the healthcare system. He praised the Ministry’s efforts and highlighted eHealth’s success in managing and operating the Universal Health Insurance Digital System.
He expressed pride in the partnership with the Ministry for the operation and management of the National Digital Health System, noting its expected positive impact on the entire healthcare landscape in Egypt and its contribution to enhancing the quality of services provided to all citizens.
He also pointed out that the achievements made by eHealth in managing the Universal Health Insurance System, along with its strategic projects with the Universal Health Insurance Authority—such as the Revenue Analytics Platform, Service Pricing Platform, Claims Archiving and Coding Platform, and operational support services—serve as strong indicators of the promising success anticipated from this new strategic partnership with the Ministry of Health.
Mr. Akram Reda, CEO of eHealth, stated that the company takes great pride in its partnership with the Ministry and is committed to fully mobilizing its resources, experiences, and expertise to support the management and operation of the National Digital Health System, which the company considers a top strategic priority.
He also confirmed that eHealth is preparing to launch standardized digital solutions in the near future to integrate private-sector actors—such as primary and specialty clinics, pharmacies, and hospitals—into the national digital health ecosystem. This will enhance interoperability with government platforms and improve service efficiency for citizens.
This agreement aligns with Egypt’s national plan and Vision 2030 to upgrade the healthcare sector, improve service quality, and ensure compliance with both international and national standards.
The Ministry of Health and Population is currently working on setting and implementing national health policies, as well as developing and executing the National Strategic Plan for Digital Health, aimed at improving the quality of healthcare, prevention, and public health, and regulating health facilities and service providers nationwide.
It is worth noting that eHealth is an Egyptian joint-stock company affiliated with the eFinance Group, established by Prime Ministerial Decree No. 2118 of 2021. It was founded to manage and operate the technological services of the Universal Health Insurance System, as well as specialized digital services for the health insurance sector and the healthcare sector nationwide.
